Hamid Karzai has won a big battle in Afghanistan.

Afghanistan Afghan governors signed an agreement Tuesday with President Hamid Karzai to pay vital customs revenues to the central government.

Karzai had threatened to dissolve his government and resign if the governors did not start sending in the revenues.

Twelve governors, all from border provinces, signed the agreement after three days of talks, said presidential spokesman Hajimal Abdi.

The 12-point agreement requires governors and provincial military commanders to "implement the foreign and domestic policies of the government." They are not to leave on foreign trips without the consent of the central government or to interfere militarily in neighboring provinces.

Revenues are to be collected through central bank branches or by finance officers sent from Kabul. The agreement also said a special government committee would be formed to monitor compliance.


Right now it is just a peice of paper, it remains to be seen if the governors will abide by the agreement. But, just getting them to agree in the first place is a good sign.
