Japan is also still looking to send troops as part of a peacekeeping and reconstruction force.

Japanese Foreign Minister Yoriko Kawaguchi indicated Wednesday that it is legally possible to send military personnel to Iraq for post-war reconstruction, Kyodo News said.

Japanese "can cooperate whether they are civilians or non- civilians," Kawaguchi told the House of Representatives Foreign Affairs Committee, referring to send military personnel to the US Office of Reconstruction and Humanitarian Assistance (ORHA), which is expected to play the role of interim government, the report said.


No mention of the need for the UN to give its blessing in order to make it legitimate.
