Castro is refusing to allow UN Human Rights Monitors.

Cuban Foreign Minister Felipe Perez Roque said Friday Havana "will not allow" U.N. human rights envoy Christine Chanet "to carry out her mandate" to visit the country and report on the human rights situation there.

Perez Roque said U.N. designation of a rights envoy to Cuba is invalid because it stems from a Human Rights Commission resolution that Cuba deems invalid.

The Peruvian-Uruguayan resolution, supported by several other Latin American countries and Canada, and passed last April by the commission, was the latest in a long series of resolutions by the commission condemning Cuba over its human rights climate. Perez Roque said the repeated resolutions are "fabricated by the United States with the basic objective of justifying its (four-decade) blockade and aggression against the Cuban people. ... Cuba has rejected and will continue to reject that anti-Cuban exercise." He added that not only the U.S. government but also the "Cuban mafia in Miami" is responsible for the resolutions.
