Could Richard Perle be onto something when he says Iraq has bought France's vote?

Iraq said on Tuesday the United States was dreaming if it thought it could persuade the U.N. Security Council to pass a new resolution that would back an attack against Iraq. ''There are a lot of illusions and dreams about issuing a new resolution,'' Iraq's Foreign Minister Naji Sabri told reporters.

Sounds like Sabri has some insider info.
