This is lovely. Kofi was directly involved in the writing of that pathetic offer of 'unconditional' inspections. He knew about the loopholes left in that letter and still greenlighted it and stood up in front of the cameras and said Iraq had agreed to unconditional inspections.

With the advice of Mr Annan and his staff on the wording, Dr Sabri exchanged drafts with Baghdad and came up with Iraq's letter this week announcing it would allow arms inspections. On Monday evening Mr Annan's office sent the letter to the Security Council and, half an hour later, released it to journalists - about the same time as the US Secretary of State, Colin Powell, received a copy and before the White House received one, stirring intense dissatisfaction with the way the world body had handled the issue.
