Greece has chosen.

"We are totally opposed to any military conflict, and we will not participate even if there is a UN resolution," Greek Development Minister Akis Tshohatzopoulos said in a television interview.

The UN looks more irrelevant each day. Iraq won't comply with resolutions about inspections and other nations won't follow resolutions that demand action be taken against a defiant Iraq.
