The problems of creating a legal system in a place that had no true civil laws for decades.

"Sometimes it will take us a whole day to review one case because we have very few attorneys and too many cases, but even though our punishments are sometimes slow they are better than the ones imposed before,"

Of course the AP has to throw in a 'At least the Taliban kept things orderly' at the end. Just don't mind the oppression of minorities, the degreadation of women, and the occasional massacres.
