Excellent. A little fact about the 'ballot' that allows Iraqis to 'vote'.

Voters will be asked to answer ''yes'' or ''no'' about whether they ''agree that Saddam Hussein should remain as president.'' The votes can be identified by the government because ballots are assigned numbers that correspond to a voter's identity card.

Which leads to:

According to a US human rights report, 500 people were jailed in the 1995 referendum after casting a negative ballot.

May I ask why not one news agency puts vote in scare quotes, in relation to Iraq, yet still puts terrorist and axis of evil in scare quotes?
