The EU is warning Iran that continued opening of economic and diplomatic ties depends on 'continuing' reform. I would be encouraged but the 'reform' that brought on this opening wasa sham to begin with. More newspapers have been shut down and dissenters arrested in the past few years of Khatami's leadership (not by Khatami, just while he has been in office) than at any time since the overthrow of the Shah. That didn't seem to deter the EU to this point, so I am sure this is just words and tomorrow the Eu-niks will just forget they even said it and move on.
